SQL 2014 Creating a DB

I am an absolute n00b with SQL Server.  I've downloaded the 2014 Express Edition and have installed it (while logged in as Administrator) accepting all defaults EXCEPT I changed the location of the User Database and log files to a different drive.  SQL Server Management Studio appears to be working properly but when I try to create a new database I get an error message.  Here is the full contents of the error message:

I surmise that it is a file permissions problem so I logged on as Administrator again and set security permissions as high as possible for All Users for the user files and folders that I designated during the setup.  I still get the above message.  Any advice would be appreciated.
