Error pointing to SQL but SQL not found?

Hello,

I am getting the error:

lserver (1828) Shadow copy 17 freeze started.

Doing some research it is pointing to SQL

but

SQLVDI.dll not installed only the CAB file is present!!!
Microsoft SQL Server Native Client is installed
SQL is not installed on this machine  

any idea?
