Clustered SQL Instances in Azure

Hello,

Is there a way to setup a clustered SQL instance (not Always On) in Azure? I followed the instructions here:-

But cannot attach the disk. It always comes up as failed.

Is there a way to do this? 

Any help or advice would be most appreciated.
